New cell construction.  Major work included excavation, hauling, stockpiling, compost pad construction, perimeter road construction, fill placement, stormwater detention pond construction, rock quarry setup, surface preparation, trenching, aggregate production and placement, leachate monitoring system construction, piping, berm construction, installation of concrete slope protection, revegetation, and installation of permanent erosion control matting.
